Аннотация

В условиях глубоких сдвигов в системе международных отношений африканские страны активно ищут способы защитить свои интересы и позиции, с чем в том числе связан их интерес к региональной интеграции. Государства континента осознают преимущества, которые им дает объединение ресурсов и совместная работа во имя реализации итоговой цели Африканского союза: “Интегрированная, процветающая и мирная Африка, управляемая своими гражданами и представляющая собой динамичную силу на глобальной арене” (Повестка дня для Африки-2063). Подобные ориентиры определяли создание и развитие региональных группировок, таких как Экономическое сообщество стран Западной Африки, Сообщество развития Юга Африки и Восточноафриканское сообщество. Помимо общих целей, входящие в эти группировки государства объединяют общие проблемы и кризисные явления. Статья посвящена Восточноафриканскому сообществу и его способности адекватно реагировать на кризисные ситуации, в частности в области здравоохранения в связи с пандемией коронавируса, а также в контексте конфронтации Демократической Республики Конго и Руанды. Статья разделена на три части: в первой описывается теоретическая основа концепции кризисной устойчивости, во второй анализируются достижения Восточноафриканского сообщества в контексте его потенциала кризисной устойчивости. Третий раздел посвящен форс-мажорным потрясениям (шокам), с которыми столкнулось ВАС в 2020-2023 гг., и его реакции на них.
